Responsible for high-level definition, facilitation, and monitoring to ensure the appropriate, consistent, and effective use of all offshore firms and resources used by/for BB&T's major and minor technology-related projects, including longer-term dedicated or retained overseas staff (Offshore Development Centers) supporting projects or systems. Responsible for development and implementation of BB&T's overall strategy for offshore usage, including work types and aggregate quantity. Coordinates with IT Senior Management and others determination of what/when should or should not be offshore sourced, based on IT and business strategic direction. Identifies (in consultation with other IT areas) and documents opportunities where BB&T can benefit from offshore utilization, consistent with corporate goals (e.g., no direct contact with BB&T clients, conformance to regulatory requirements, etc.) and BB&T's incrementally evolving capabilities to use offshore firms. Provides senior and executive management communication of value, goals, issues, success, and relevant metrics associated with BB&T's use of offshore resources. Responsible for leading a small offshore competency center providing information and expertise on offshore sourcing, tracking bank-wide metrics, monitoring industry and peer developments, and recommending appropriate work distribution among approved vendors. Ensures that special offshore considerations (functional, legal, security-related, infrastructure, etc.) are recognized and integrated into other BB&T areas' processes (e.g., project processes, contract processes, approval processes, line management, etc.). Addresses offshore-specific weaknesses or risks by recommending and ensuring process enhancements. Coordinates and leads subject matter experts from various areas on initial and follow-up due diligence assessments of offshore vendors, including foreign site visits. Essential Duties and Responsibilities: Following is a summary of the essential functions for this job. Other Duties may be performed, both major and minor, which are not mentioned below. Specific activities may change from time to time. Responsible for identifying, prioritizing, and pursuing advantageous and approved opportunities for offshore sourcing, and avoiding unapproved uses. 20% Assesses offshore-related process needs and risks: recommends, mitigates. 20% Formulates and publishes BB&T's overall offshore strategy and governance. 25% Guides and supervises staff (competency center staff and "matrix" groups). 20% High-level offshore vendor manager, supplementing day-to-day line managers. 15% Other duties as assigned. Required Skills and Competencies: The requirements listed below are representative of the knowledge, skill and/or ability required. Bachelor of Science or Masters degree in Information Technology-related field, Business Administration, or related discipline, or equivalent comparable education and related experience. Excellent analytical, problem solving, interpersonal, and counseling skills. Ability to communicate in written and presentation formats to senior management of BB&T holding company, subsidiaries, and departments. Experience with outsourcing, contract staffing, and ASP (Application Service Provider) relationships. Ability to effectively communicate (especially in escalation situations) with senior and executive vendor management outside the United States. Proficient in common computer applications. Ability to work flexible hours and travel on an as-needed basis. Desired Skills Ten (10) to fifteen (15) years experience in information technologies, with at least ten (10) years manager-level experience which should include vendor coordination and relationship management experience with offshore firms. Familiar and conversant with high-level concepts of voice communications, data communications, wide area networks, mid range computers, mainframe computing, security, especially as they commonly relate to use of contract staffing and outsourcing. Knowledge and practice of current management theory, some knowledge of quality control concepts and IT process frameworks (CMMi, ITIL), accounting, and contract negotiation and administration techniques. Ability to establish start-up department and function new to the organization. Sufficient competency, diplomacy, presence, and client service (mutual benefit) orientation to be recognized and sought as an obligatory yet desirable "common denominator" high-level oversight function for process establishment/enhancement/ affirmation, and coordination by all areas using offshore resources and managing them on a day-by-day basis.
